The Town of Nokomis will table the quotes for a new tractor until we hear if the MSMA is able to purchase the tractors at a group price.

The Lagoon assessment from Bullee Consulting was presented and will go to the Waterworks and Sewage committee for recommendations. We will talk to Greg McGovern about applying for the Build Canada Fund for the Town of Nokomis.

That the Town of Nokomis authorize the transfer of the last of the playground money from the Community Initiative’s Grant they received in the amount of sixteen hundred and twenty five dollars and twenty – eight cents.

Reports: 

Leah Edwards reported that the Nokomis Daycare Care fundraising is going well and they have put a proposal together to buy the lots from the Horizon School Division.

David Mark reported on his attendance at the MSMA meeting and that Greg is working on the Canada Building Grant for municipalities within the region and we need to contact Greg to submit the grant on our behalf.

Kalie Hendry would like everyone to drive by the school and see the new school sign.

The Nokomis Legion #290 was pleased to announce that they have received a donation of one hundred thousand dollars for the purchase of a StarCraft Bus for the transportation of all residents. The donation was from Sybil McNichol. The Town has agreed to set up a working trust fund for donations for the purpose of expenses and will add the bus to the Town of Nokomis insurance policy. The Nokomis Legion will get back to us on the details of the committee and trust arrangements.

7:35 pm – 8:45 pm
A delegation of eight people came to council to get our interpretation of the Dog and Cat Bylaw. The discussion was productive and the delegation knows that the Town of Nokomis will be enforcing the Bylaw.

The Town of Nokomis will give Nokomis Craft Ales a tax abatement of one hundred percent (100%) of municipal taxes for 3 years.

Reports

Doug Edwards asked if anyone had any questions about his circulated MSMA report.

David Mark reported on his attendance at the Touchwood Hill Regional Landfill meeting. They are in great financial shape and are looking at digging another pit.

David mark also reported that the meeting with the  Minister of Education on August 6, 2013 went very well and the Minister know knows that the project of repairing the Nokomis gym roof can be done for half the cost estimated previously. The Town of Nokomis would also like to complete a five year plan for the town. We will have to get a facilitator to help with process.

Jim Tait reported on the Last Mountain Regional Park meeting and the minutes were presented. The CAO with keep a copy of the minutes in the file.

Reminder Call Marj Mohr and let her know we are still interested in having the ambulance in Nokomis

Mayor David Mark had not heard anything from Bruce Peberty about the school Gym. Joanne Hamilton will contact Bruce Peberty and inform him that the Nokomis School Committee would like him to attend the meeting with the Minister on August 6, 2013 in Regina.

The Town of Nokomis will table the quotes for a new tractor until the August 21, 2013 meeting.

Lot  Measurements  90/2013 Hendry Kalie:
That the Town of Nokomis approves the policy that all lots must be measured by a legal surveyor, the Town of Nokomis will no longer measure lots. The following set back of 5 ft. or more must be followed according to the Zoning Bylaw.

The H.R. Manual will be tabled and a meeting will be scheduled to go through the Manual before printing.

The quotes for the dust control are tabled until we get more information on the application and when is the best time to have it applied.

Don Grajczyk will be asked to attend the July 21, 2013 to go over the EMO plan.

Chief Administrative Officer Joanne Hamilton will look into the road allowance issues we have with the zoned streets in the Town of Nokomis as requested by council in concern with Murray and Sandra Braun, Eric Konchuh and John and Lydia requests.

Reports:
Leah Edwards reported that the new teeter tooter has been installed and a few trees have been planted at the playground and they are talking about putting curbing in the playground. 

The Nokomis Daycare has approached Horizon School Division to purchase the tennis courts for the daycare building. They are hosting a Children’s Festival at the tennis court on June 22 if weather is inclement they will move to the Centennial Hall.    

Doug Edwards reported on the MSMA the town zoning bylaw and Official Community Plan is still being worked on. He also talked about Asset Management. We are not in the BHP region so the cost could be eight thousand to twelve thousand dollars.

David Mark reported that he attend the THRL meeting and brought back the single stream and don not tip signs.

Chief Administrative Officer Joanne Hamilton is to write up a follow up letter to Al about her phone call to Loraas about the driver’s treatment of bins.

Chief Administrative Officer Joanne Hamilton will check into the rights and responsibilities of landlords and what the town can do with rental property that do not meet code.

Kalie Hendry voiced her concerns about the downtown area and the need to try revitalizing the area.

Summer Student 73/2013 Tait Jim: 
That the Town of Nokomis hire Adam Landru as our summer student for a total of thirty hours (35) a week. Thirty hours for the town employment (30) and five (5) hours as the landfill gate attendant. The reason for cutting the hours is we did not receive funding for the 2013.

That the Town of Nokomis advertise in the Military Service Recognition Book for 2014 at a cost of one hundred and eighty five dollars and seventy one cents ($185.71) plus GST.

That the Town of Nokomis offer the curbside garbage pickup to the small business at a cost of ten dollars($10.00) per month plus any further increases as determined by Loraas.

That the Town of Nokomis approve the request from Last Mountain Regional Park for a donation for the annual July 1 celebration. The CAO will purchase a fifty dollar ($50.00) gift certificate from Kirks and one from Buds and Blossoms.

That the Town of Nokomis hire KGS Group to give the Town of Nokomis second opinion on the Nokomis School RooF.

That the Town of Nokomis write a letter to Merle Williams telling him of the rules at the landfill and that he has to abide them or his privileges will be revoked.

Leah Edwards mentioned that we need to have an EMO meeting before fall to make all the changes. We will schedule it at the June meeting.    

Joanne Hamilton the Chief Administrative Officer will bring back information on the Economic Development Officer and how it all works.
